Added it on top of #76

  1. It does not break app even if the url is not set.
  2. It will send only email notification for now.
  3. Added to api server, deployer and builder

It is free up to 5000 requests per day which should be good enough for our case.

This is just to try out. Let me know if there is any other good solution.
