Bump to version 2.6.1

The changes since last release:

• Added notifications for status changes to your ideas
• "In Progress" ideas are now displayed on the main ideas page
• Added support for SQLite3 dbms
• PHP minimum requirement bumped up to 7.2
• Improved composer.json version constraints
