Added config option for EMWIN handler to disable output of TXT files

A lot of people seem to want to disable the rather spammy (yet informational) TXT files that come down when EMWIN is disabled, so I added a quick config option to alleviate this, so that only the images people are interested in get downlinked.

If your building and have opencv4, version 4.6.0 it's likely you will come across this error.

CV_LOAD_IMAGE_UNCHANGED was deprecated and removed in OpenCV 4.x. The newer versions of OpenCV use cv::IMREAD_UNCHANGED instead.

In config.cc at line 215: auto img = cv::imread(path, CV_LOAD_IMAGE_UNCHANGED); to auto img = cv::imread(path, cv::IMREAD_UNCHANGED);
