Description

This PR replaces the broken GitHub Action wesleyscholl/discussion-auto-responder with a safe, maintained solution using @actions/github-script.

Fixes #5186

Bug fix (workflow was broken due to unmaintained action)
Improvement (replaced with a safer, controlled script)
