Depsite the major version bump, I'm not seeing any public API changes. The only Python-exposed functions that were touched seem to have the same signatures. Looks like mostly internal refactoring to support free-threading, plus some warnings that were promoted to errors.

I'll let someone else do the merge in case someone more familiar with these stubs would like to give a look over
