The default openstack-helm backoffLimit is 1000 which can be quite long if the ansible job fails and the pod is stuck in CrashLoopBackoff. Changing this to a more reasonable limit for bootstrap jobs.
The upstream openstack-helm keystone chart does not currently let us set these settings so I have made a merge request to add them: https://review.opendev.org/c/openstack/openstack-helm/+/969537
