Why are these changes needed?

Do some refactoring to the kuberay-operator Helm chart:

  • Adjust the indentation and order of yaml template fields
  • Define a new helper template kuberay-operator.image
  • Remove helper template kuberay.featureGates and render the feature gates directly
  • Add Helm unit tests for operator image and arguments
  • Update chart README
