These cover suppressing notifications either using flags or with avail_event.
Rather than each device driver passing a closure to negotiate features, just pass a set of supported features. The closure was unnecessarily complicated.

Another feature broken out of #96. I've also simplified
Transport::begin_initto just take a set of supported features rather than a closure.
