Overview

This PR finally achieves what was originally intended in that:

1. notebook deps only pip installed when notebooks requested
2. notebooks deploy from notebooks folder
3. notebooks consume the local version of the package (note the one on PyPi)

Code changes

• Adds a postBuild script
• adds the jupyter deps only to the .binder/requirements.txt
