after investigating if builds could be smaller, basic syntax support for outdated browser tech w defaults is causing a lot of module bloat. Poly-fill transforms explicitly need to be excluded for base features

v0.8.0updates.File size improvements are mainly through babel config updates now that browser/node env are more stabilized for basic ESNext features, but also reduced some redundancy in the hook and made basic state handling safer.
