Call wait_for_topics.shutdown() in test fixture

On Ubuntu 24.04 with python3.12, the tests failed due to

2: NO TESTS RAN
2: terminate called without an active exception
2: -- run_test.py: return code -6

With adding the shutdown, they worked for me.
