Make it possible for a user to disable a TPL even if that TPL is found by the system.
Can now say
TPL=NO ./cmake-configandTPLwill not be enabled even if it is installed on the system somewhere.For example, to disable the CGNS TPL, enter
CGNS=NO cmake-configAlso the echo at the end will now also show the path to the TPL root directory if the TPL is enabled.
