We've since moved to UTC as the default timezone, so this PR will need to be reworked. |

This is an attempt at resolving #51 and #54.
except_onandalso_onfailed to work on calendars without timezones. Now, calendars default to UTC if no timezone is specified.except_onshould make it work. This PR does that, but it doesn't work yet./cc @itrich
