The value that indicates the access rule must be '00' (NEVER) or '01'
(ALWAYS) according to Global Platform Secure Element Access Control
specification. ParserException should be thrown if any unexpected value

This is also for complying with the table 6-8 "APDU-AR-DO" of Secure Element Access Control.

I'm not sure why, but of the six open PRs (presently) this single one would not apply via git am.
This was easily resolved, but just noted here anyway.
