Followed the instructions here to try to modernize the BCR publish workflow.
Copied most of the files over from: https://github.com/bazel-contrib/rules-template/tree/main/.github/workflows
This means that there were some file renames. I opted to keep it to what the template project recommended for consistency across other Bazel projects. Happy to revert to the original names if required.
