1. let `make_spline` and `make_bins` functions public 2. fix some logic bugs
add default constructor for the cublic_ spline class, since constructor requesting parameters not always a must. ^_^

make_splineandmake_binsfunctions public, since the constructor with parameters is not handy in some scenario. Create a default contructor.
