Solid Process Redo

I've been asked to look at the current Solid Team process and suggest an overhaul to reflect the current process.

Changes are made in the pull request, but for easy reading, I'll also list them here:

High-Level Changes

  • All Solid Team "Teams" have been reorganized into one of four "Committees":
    • Administrators
    • Code of Conduct
    • Dei
    • Editors
  • I suggest members of every committee have been reset. We will go about the process of re-appointing them from scratch at the next meeting.

Removals:

  • Librarians: role lacked a proper description.
  • Notification Panel: This is an innappropriate place for the notifications panel
  • Repo Overview: It did not reflect the current state of the github.com/solid organization.
  • Creators: The creator role has been merged with administrators. For the most part, website updates are just updating things like the "apps" and "stakeholders." If we ever need a complete site overhaul, we can create a special committee to do that. Otherwise, this falls under the perview of the day-to-day administrator operations.
  • Draft working charter: We now have a new repo for that
  • Test-suite-panel: It should have its own repo

Todo:

  • Elect new active members for each category

I do wonder whether it might be better to peg the deprecated documents/structure to a version, before deleting so much prior work in making this major revision?

# Solid Editors

Below is a listing of the Solid Editorial Team and their respective assignments. See [Reviewing Proposals](README.md#reviewing-proposals.md) for an explanation of how the editorial process is used to review and accept changes to Solid Specifications, the Solid Roadmap, and Supporting Documentation.
