This enables amdgpu on milk-v
PCI-e window on the PCI-bridge needs slightly more than default 256 MB ( 258 MB) of prefetch memory, so the window in pcie config was increased, also a hack to allocate proper window in pci-setup was used, maybe it can be implemented without the hack with more accurate edits of pcie dts configs
Other changes is limiting dma to 32 bits and using writecombining for ttm.
checked with rx560 and rx5500, both work ( only Xorg, so gdm needs changes in config to disable wayland).
with some graphical glitches which I can't localize so far. The amount of glitches is very minimal when using weston
