Hi Mikela,
The description of the change is not accurate, and the changes only apply for OpenShift Console 4.20 and up.
I would suggest you add new instructions, and then preface the old instructions by saying they are for OCP 4.19 and earlier.
For the new instructions, there is no longer a "cluster switcher" and there is no longer a "local-cluster" option. There is a good description in the OCP 4.20 release notes:

Before this update, the cluster switcher allowed users to access Red Hat Advanced Cluster Management (RHACM) by choosing the All Clusters option. With this release, the RHACM is accessed from the perspective selector by choosing the Fleet Management perspective. (OCPBUGS-55946)
So we should be talking about the perspective selector rather than the cluster switcher, and to use OCP, you would choose the Administrator perspective.

We have this issue from OCP to change it, but what is actually in the UI?
