Housekeeping for helpers, comments, and new helper features

General Summary of changes (non-exhaustive)

CommonTypes

• Rectangle Type added for easier calculation

BlockHelpers

• Extended intersection helpers to all cases (1d, 2d, 1d with 2d)
• Intersection helpers have info variants that return the region of intersection (point, 1d, 2d)
• Improved XML comments + deprecated old functions

EEExtensions

• Extended features to F#'s table and list functions

Intersection Helpers (new!)

• Fixed and tested model T1-T6 helpers
• Added nice-to-have helpers for HLP24

SymbolPortHelpers

• New helper: getSymbolFromPortID

Improved XML in some places.

This branch is based off the developer mode branch, it can be applied on top of a Issie branch with developer mode.
