The error is when NOB_NO_ECHO is defined, the string builder used in line 1169 is not defined

Just as @KillerxDBr said, NOB_NO_ECHO would disable the declaration of Nob_String_Builder sb, so the Windows command line needs to be built by a separate Nob_String_Builder
