Adding generate parallel range algorithm into oneDPL specification.

The main concern is that the semantics of generate for parallel execution are unclear in the standard, and as a consequence the algorithm might get removed from the C++26 draft. On our side, at least it requires some extra care to check that there are meaningful semantics.
