This implements the last part of the syntax proposal in #82857.

We want to support this syntax:

Prior to this PR, the value of '*.svg' in the turbopack.rules object had to be a configuration object or an array of shorthand loader syntax. After this PR, it can be an array of "full" configuration objects.

The conditional syntax would not have a loaders key.

Maybe check the reverse and check for options key instead ({ loader, options })?

No? The loaders key is always required for a non-shorthand rule object. Otherwise the rule object couldn't apply any loader and would be a no-op?

I'm requiring the field in the typedef and zod schema (this is not new, it is also required in canary):

loaders: TurbopackLoaderItem[]
(that commit hash is for this PR)

Checking for loaders matches the current logic (that I did not write) in canary:

This code is running over the rule objects and handling the condition objects happens inside of serializeConigItem. I agree this is a bit confusing with how many different types of objects/shapes we have.

## Proposed

- Remove (minor breaking change in Next 16, was undocumented) the `conditions` field from the `turbopack` config object. The benefit of a separate `conditions` field was that named conditions could be re-used across rules. But, there’s not much value in allowing condition re-use as the configuration file is JS and could implement re-use with local variables or functions.
    - The separate `conditions` field was also incompatible with the `as` field.
- Add an optional `condition` field to each rule object.
    - Rules must be matched by a glob first (can be `*`) before the condition is checked.
    - This allows compatibility with `as`, since there’s always an obvious glob for that to match against.
- Maintain support for `path` and `content` properties in `condition` objects.
    - These can be used with each other (as an implicit `all`)
- Extend `condition` object with `{all: [...]}`, `{any: [...]}` , and `{not: ...}`.
    - Similar to webpack’s `{and: [...]}`, `{or: [...]}` and `{not: ...}` syntax: https://webpack.js.org/configuration/module/#condition
    - Our underlying `RuleCondition` enum already supports this, it’s just a matter of translating it from the JS object.
- Allow conditions to be an object or a string. If it’s a string, require it to be a built-in condition (like `'foreign'` or `'browser'`).
- Allow values in the rules object to either be objects (what we support today) or an array of objects.

The Zod schema validation for arrays in TurbopackRuleConfigCollection is too restrictive, only allowing TurbopackRuleConfigItemOptions instead of the full TurbopackRuleConfigItem union type.

Analysis

The TypeScript schema validation and Rust deserialization are inconsistent for the new array syntax in Turbopack rules configuration.

In the Rust code, RuleConfigCollectionItem::Full(RuleConfigItem) can deserialize any RuleConfigItem, which includes:

  • Options(RuleConfigItemOptions) (the primary case)
  • LegacyConditional(FxIndexMap<RcStr, RuleConfigItem>) (legacy conditional syntax)
  • LegacyBoolean(bool) (legacy boolean syntax)

However, the Zod schema at line 157 restricts the array to only contain zTurbopackRuleConfigItemOptions rather than the full zTurbopackRuleConfigItem. This means configurations that would be valid in Rust (like using legacy conditional or boolean syntax within an array) will fail TypeScript validation.

The fix is to change line 157 from:

to:

z.array(z.union([zTurbopackLoaderItem, zTurbopackRuleConfigItem])),

This ensures the TypeScript validation matches the Rust deserialization capabilities.
