[Interop TF Report] Section 3.2: Conceptual Dimensions for Web-based Multi-Agent Systems

This PR adds Section 3.3 "Conceptual Overview and Modeling Dimensions" to the interoperability report.

This PR is a WIP and a basis for discussion. The current draft captures two points:

• what are the core features of a multi-agent system (MAS)
• how to model a MAS; the answer here follows the 4 conceptual dimensions commonly used in research on Engineering MAS

The conceptual view we take on MAS impacts how we use the Web in MAS [1]. The current draft includes two images intended to illustrate this point — and to be discussed in the next regular meeting.
