Resolves #4653 by removing the obsolete file in question.
I did not find references to this anywhere else on the gh-pages branch, only self-references within this file. I'm unsure if there's any other reason this was kept here, but it hadn't been touched in 9 years.
NOTE: This cannot be merged until w3c/wcag3#391 is merged and the WCAG 3 Requirements WD is republished.
