Allow support for current version of TB
Updated "strict_max_version": "68.11"
styled the outer xul:vbox to overflow:auto
Added CSS to scroll a long rule list
and fixes scrolling on long rule lists
Updated strict_max_version to "68.99", so that the add-on will load for all versions of TB68
Updated to load for all TB68 versions

I modified the manifest in order to allow loading by 68.11 or earlier. And I added some CSS to allow scrolling on the outer xul:vbox, so that long rule lists are fully functional.
