Closes #143

  • Bump eslint from 9.1.1 to 9.35.0.
  • Depend on typescript-eslint instead of its parser and plugin.
  • Flatten rules.
  • Update the test runner to the new API.

It appears that the TypeScript integration requires defineConfig. Things still need to convert from CJS to modules.
